{"id":10433,"date":"2019-06-06T10:00:14","date_gmt":"2019-06-06T13:00:14","guid":{"rendered":"https:\/\/thelaker.ca\/?p=10433"},"modified":"2019-06-06T10:00:14","modified_gmt":"2019-06-06T13:00:14","slug":"area-rate-uncertainty-puts-future-wjcc-infrastructure-projects-on-hold","status":"publish","type":"post","link":"https:\/\/staging-z.thelaker.ca\/?p=10433","title":{"rendered":"Area rate uncertainty puts future WJCC infrastructure projects on hold"},"content":{"rendered":"\n<p><strong>WINDSOR JUNCTION: <\/strong>The  uncertainty of what the LWF area rate will look like has put a halt to  any future infrastructure projects at the Windsor Junction Community  Centre (WJCC)\u2014<strong><em>at least for the time being.<\/em><\/strong><\/p>\n\n\n\n<p>At the WJCC\u2019s annual \ngeneral meeting on June 2, the topic of the area rate\u2014which are being \nlooked into by HRM staff\u2014came up. HRM staff are finalizing a report that\n will likely come to regional council in the next month aimed at getting\n consistency across the board for all 30 area rates.<\/p>\n\n\n\n<p>WJCC board \nchairwoman Colleen Menard explained as best she could about what a \nmeeting between HRM staff and all area rate groups on May 27. The \nmeeting was held as HRM is putting in place a new policy for all area \nrate associations.<\/p>\n\n\n\n<p>\u201cThat policy is still in development and we \ndon\u2019t know what it\u2019s going to say,\u201d Menard told the crowd of about 30 \nresidents. \u201cSome of the things that staff presented will involve \nrestrictions on spending.<\/p>\n\n\n\n<p>\u201cThere\u2019s all of these potential limitations to what the LWFRA will be able to spend that money on.\u201d<\/p>\n\n\n\n<p>However, Menard pointed out that the WJCC is still making improvements and continuing with existing projects such as replacing the doors, building the shade structure, and improving the fence. <\/p>\n\n\n\n<p>She\n said there are also potential opportunities in terms of how they can \nwork with an organization like the WJCC such as a contribution \nagreement, among those options.<\/p>\n\n\n\n<p>\u201cAt this time we don\u2019t understand \nwhat the options are going to be because HRM hasn\u2019t finalized the report\n yet,\u201d said Menard. \u201cWhat we\u2019re looking at is putting all future \ninfrastructure projects on hold at the WJCC until we know what these \narea rate restrictions are going to be.\u201d<\/p>\n\n\n\n<p>Barry Dalrymple spoke to \nthe crowd, reiterating to residents that HRM still would like to do away\n with the LWFRA and the area rate.<\/p>\n\n\n\n<p>\u201cThe report was already \nwritten, but they allowed us area rate groups at the meeting to ask \nquestions and provide feedback,\u201d he said. \u201cWe have no idea when the \nreport is going to come to council.<\/p>\n\n\n\n<p>\u201cWe do know that they have \ncollected the taxes for the first half of the year, so it in some \nfashion has to continue for the first part of this year.\u201d<\/p>\n\n\n\n<p>Dalrymple\n mentioned how the previous attempt to get rid of the area rate was only\n kibosh-ed because of the residents getting emails and phone calls in to\n councillors in a short four day span.<\/p>\n\n\n\n<p>Menard said she feels that HRM is trying to get more consistency.<\/p>\n\n\n\n<p>\u201cFrom\n what I understand of being at the meeting, it\u2019s not about doing away \nwith area rates, but more about creating a policy that will apply across\n the board to all area rates, and that policy could include limitations \nand affect each group differently,\u201d she said.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>WINDSOR JUNCTION: The uncertainty of what the LWF area rate will look like has put a halt to any future infrastructure projects at the Windsor Junction Community Centre (WJCC)\u2014at least for the time being.
