{"id":16008,"date":"2020-08-06T22:50:09","date_gmt":"2020-08-07T01:50:09","guid":{"rendered":"https:\/\/thelaker.ca\/?p=16008"},"modified":"2020-08-06T22:50:09","modified_gmt":"2020-08-07T01:50:09","slug":"in-person-council-meetings-to-resume-carr-farm-development-update-turf-field-at-lhs-on-hold","status":"publish","type":"post","link":"https:\/\/staging-z.thelaker.ca\/?p=16008","title":{"rendered":"In-person council meetings to resume; Carr Farm development update; Turf field at LHS on hold"},"content":{"rendered":"\n<p><strong>Regional council meetings set to resume<\/strong><\/p>\n\n\n\n<p>In-person regional council meetings are set to resume shortly at city hall, said the representative for Waverley-Fall River-Musquodoboit Valley.<\/p>\n\n\n\n<p>Steve Streatch said the ministerial order for the in-person meetings was modified recently and the city council in person meetings will return, albeit with social distancing measures in place at council quarters.<\/p>\n\n\n\n<p>\u201cI\u2019m looking forward to that,\u201d he said. \u201cThe business of council has continued through out this pandemic, unlike the provincial legislature, we have met regularly. Our committees continue to do work, and we redid the entire budget online. The first time ever that we had to do two budgets in one year.\u201d<\/p>\n\n\n\n<p>[adrotate banner=&#8221;31&#8243;]<\/p>\n\n\n\n<p>[adrotate banner=&#8221;34&#8243;]<\/p>\n\n\n\n<p>He said HRM was doing well financially up until the pandemic hit, and then found themselves with a $70 million gap.<\/p>\n\n\n\n<p>\u201cWe had to close because we\u2019re not allowed to run deficits or an unbalanced budget, by law,\u201d he said. \u201cWe went through the process and came out at the end for the most to deliver our mandate without an increase to taxes.\u201d<\/p>\n\n\n\n<figure class=\"wp-block-image size-large is-resized\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/staging-z.thelaker.ca\/wp-content\/uploads\/2020\/08\/7DDC7967-1570-4523-9C39-A9C4A9CB9022-768x1024.jpeg\" alt=\"\" class=\"wp-image-15983\" width=\"1003\" height=\"1337\"\/><figcaption>Councillor Steve Streatch spoke to The Laker News. (Healey photo)<\/figcaption><\/figure>\n\n\n\n<p><strong>Carr Farm project nearing start with next steps: Streatch<\/strong><\/p>\n\n\n\n<p>Councillor Steve Streatch said an update provided to him by the developer of the Carr Farm development indicates it is moving along in its next steps towards the start of construction.<\/p>\n\n\n\n<p>The Carr Farm project will see the development of five buildings of three and four storey in height and up to 400 units on 46 acres of land on Fall River Road. It would be located across from Mason\u2019s store. HRM Regional Council approved the application 13-2 in a public hearing in Halifax City Hall on March 5, 2019.<\/p>\n\n\n\n<p>[adrotate group=&#8221;6&#8243;]<\/p>\n\n\n\n<p>[adrotate banner=&#8221;30&#8243;]<\/p>\n\n\n\n<p>At the time it was indicated that before the development could proceed, a traffic and water study will need to be completed before a permit to construct will be issued, council heard.<\/p>\n\n\n\n<p>Streatch said he has been told the final details are being worked on and that developer Glen Clark hopes to begin construction soon. Once work starts, it won\u2019t stop until the development is complete.<\/p>\n\n\n\n<p>\u201cMy understanding is that the developer has been working through some of the details and applications,\u201d said Streatch, adding it wasn\u2019t his place to speak for Clark on where they stand in the process. \u201cThings are close to being finalized, and later this fall it is his intention to break ground.&#8221;<\/p>\n\n\n\n<p>He welcomed the news.<\/p>\n\n\n\n<p>\u201cIt is my understanding that significant considerations relating to seniors\u2019 issues and aging in place have been further put in the plan,\u201d said Streatch. \u201cI think it will be a great addition to the community, and something the older folks who want to stay in this community will now have the option to do so.\u201d<\/p>\n\n\n\n<p>[adrotate banner=&#8221;21&#8243;]<\/p>\n\n\n\n<p>[adrotate banner=&#8221;25&#8243;]<\/p>\n\n\n\n<p><strong>Turf field at Lockview on hold<\/strong><\/p>\n\n\n\n<p>Before COVID19 hit, Councillor Steve Streatch met with those behind a plan to construct a new all-weather turf field at Lockview High.<\/p>\n\n\n\n<p>\u201cThat project is still in the planning stages, albeit slightly delayed due to budget constraints,\u201d said Streatch. \u201cI have spoken to the committee recently and it is my intention to reactivate those discussions and get this project to the top of the list in HRM\u2019s coming calls for proposals as it relates to a new regional artificial field.\u201d<\/p>\n\n\n\n<p>He said the municipality does not look at thing\u2019s community to community but rather regionally within context.<\/p>\n\n\n\n<p>\u201cThe Waverley-Fall River corridor is a fast growing area that has no artificial turf capacity,\u201d said Streatch, \u201cso I believe the strength of the local committee, the impact of the petition they prepared, and the fact the municipality is about to embark on the process to consider our next location will bode well for this area.<\/p>\n\n\n\n<p>\u201cI support a construction of this type of turf field at Lockview and will continue to work with the community and the parent\u2019s group to bring it to fruition in the very near future.\u201d<\/p>\n\n\n\n<p>[adrotate group=&#8221;7&#8243;]<\/p>\n\n\n\n<p>[adrotate group=&#8221;9&#8243;]<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Regional council meetings set to resume In-person regional council meetings are set to resume shortly at city hall, said the representative for Waverley-Fall River-Musquodoboit Valley.
