{"id":21319,"date":"2021-05-16T22:15:44","date_gmt":"2021-05-17T01:15:44","guid":{"rendered":"https:\/\/thelaker.ca\/?p=21319"},"modified":"2021-05-16T22:15:44","modified_gmt":"2021-05-17T01:15:44","slug":"deagle-gammon-blackburn-disagree-with-provinces-virtual-camera-legislation","status":"publish","type":"post","link":"https:\/\/staging-z.thelaker.ca\/?p=21319","title":{"rendered":"Deagle Gammon, Blackburn disagree with province&#8217;s virtual camera legislation"},"content":{"rendered":"\n<p>[adrotate banner=&#8221;93&#8243;]<\/p>\n\n\n\n<p>[adrotate banner=&#8221;126&#8243;]<\/p>\n\n\n\n<p><strong>FALL RIVER\/BEAVER BANK:<\/strong> Two local HRM councillors agree that the requirement to keep one\u2019s camera turned one as laid out in a provincial bill to allow virtual meetings is ridiculous.<\/p>\n\n\n\n<p>At a recent HRM Regional Council meeting, HRM solicitor John Traves told councillors the new rules indicate&nbsp;all participants must be seen and heard by the public, so their video feeds should not be turned off.<\/p>\n\n\n\n<p>Brendan Maguire, the minister responsible for Municipal Affairs with the province, told CBC N.S. that Bill 98, which was passed last month, was adopted to\u00a0allow for virtual meetings outside of an emergency situation such as the pandemic.<\/p>\n\n\n\n<p>[adrotate banner=&#8221;31&#8243;]<\/p>\n\n\n\n<p>[adrotate banner=&#8221;34&#8243;]<\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"alignleft size-large is-resized\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/staging-z.thelaker.ca\/wp-content\/uploads\/2017\/04\/IMG_8967-e1492788891132.jpg\" alt=\"\" class=\"wp-image-2961\" width=\"438\" height=\"584\"\/><figcaption>Councillor Lisa Blackburn in this 2017 photo. (Healey photo)<\/figcaption><\/figure><\/div>\n\n\n\n<p>Lisa Blackburn, the representative for District 14 (Upper\/Middle Sackville-Lucasville-Beaver Bank called the legislation of Bill 98 a tad \u201cinsulting.\u201d Waverley-Fall River-Musquodoboit Valley councillor Cathy Deagle Gammon<\/p>\n\n\n\n<p>\u201cThe provincial bill that mandates we keep our cameras on at all times during the meeting came as a bit of a shock to me.,\u201d said Blackburn in an email to The Laker News. <\/p>\n\n\n\n<p>\u201cI don\u2019t think it\u2019s practical to expect council to keep their cameras on for the entirety of a meeting that can go for 10 hours sometimes.\u201d<\/p>\n\n\n\n<p>Deagle Gammon said when councillors are speaking their cameras should definitely be on.<\/p>\n\n\n\n<p>\u201cCameras on is a respectful way to behave to your colleagues, staff, and those residents who are watching,\u201d she said. \u201cI think there are moments, say if I\u2019m going to sneeze, I really don\u2019t want everyone to see that, so I\u2019ll turn my camera off for a few seconds.\u201d<\/p>\n\n\n\n<p>Blackburn said there are some things that those watching the meetings would likely rather not see.<\/p>\n\n\n\n<p>\u201cNo one needs to see me stand up and stretch or catch a glimpse of my rear end as I jump up to let the dog out,\u201d she said.<\/p>\n\n\n\n<p>[adrotate group=&#8221;6&#8243;]<\/p>\n\n\n\n<p>[adrotate banner=&#8221;127&#8243;]<\/p>\n\n\n\n<p>The camera she has usually is on the bulk of the time during meetings.<\/p>\n\n\n\n<p>\u201cI usually try to keep my camera on as much as possible, but often turn it off when a presentation is on the screen,\u201d said Blackburn.<\/p>\n\n\n\n<p>She finds the legislation a bit off-kilter.<\/p>\n\n\n\n<p>\u201cThe notion that we have to be babysat to this level is a tad insulting,\u201d Blackburn said.<\/p>\n\n\n\n<p>Deagle Gammon said for the most cameras should be on but agrees with HRM pushing back on it to the province.<\/p>\n\n\n\n<p>\u201cA little bit of common sense doesn\u2019t hurt anybody,\u201d she said.<\/p>\n\n\n\n<p>[adrotate banner=&#8221;95&#8243;]<\/p>\n\n\n\n<p>[adrotate banner=&#8221;123&#8243;]<\/p>\n","protected":false},"excerpt":{"rendered":"<p>[adrotate banner=&#8221;93&#8243;] [adrotate banner=&#8221;126&#8243;] FALL RIVER\/BEAVER BANK: Two local HRM councillors agree that the requirement to keep one\u2019s camera turned one as laid out in a provincial bill to allow virtual meetings is ridiculous.
