AG: Province must strengthen over-budget spending process"},"content":{"rendered":"\n<p>[adrotate banner=&#8221;192&#8243;]<\/p>\n\n\n\n<p>[adrotate banner=&#8221;105&#8243;]<\/p>\n\n\n\n<p><strong>HALIFAX:<\/strong> Nova Scotia prematurely spent more than $430 million in over-budget spending in the past two years, the province&#8217;s Auditor General said in a new report released March 5.<\/p>\n\n\n\n<p>As a result, the province must do more to safeguard public funds and achieve value for taxpayer money, said Auditor General Kim Adair in the new report.<\/p>\n\n\n\n<p>\u201cNova Scotia needs to improve accountability and transparency of budget overspending,&#8221; said Adair. <\/p>\n\n\n\n<p>&#8220;This is especially important given the concerning results of this audit and the magnitude of over-budget spending in recent years,\u201d says Adair.<\/p>\n\n\n\n<p><strong>ADVERTISEMENT:<\/strong><\/p>\n\n\n\n<p>[adrotate banner=&#8221;31&#8243;]<\/p>\n\n\n\n<p>[adrotate banner=&#8221;34&#8243;]<\/p>\n\n\n\n<p>The new audit examined 11 grants and subsidies approved as over-budget spends in 2021-22 and 2022-23 and found there was no immediate spending need or adequate justification for any of them.<\/p>\n\n\n\n<p>\u201cIn 100 per cent of the transactions we tested in our audit, the Province prematurely spent more than $430 million, and also lost millions of dollars in interest revenue,\u201d said Adair. <\/p>\n\n\n\n<p>All of the funds \u2013 including $190 million to EfficiencyOne for energy efficiency programs, $121.3 million in healthcare grants for universities and $15 million in polar vortex funding to Horticulture Nova Scotia \u2013 went through an expedited approval process.<\/p>\n\n\n\n<p>Many of them lacked key supporting elements including funding purpose, detailed cost estimates, risk assessments, and value-for-money considerations.<\/p>\n\n\n\n<p><strong>ADVERTISEMENT:<\/strong><\/p>\n\n\n\n<p>[adrotate banner=&#8221;206&#8243;]<\/p>\n\n\n\n<p>[adrotate banner=&#8221;188&#8243;]<\/p>\n\n\n\n<p>[adrotate banner=&#8221;92&#8243;]<\/p>\n\n\n\n<p>Since 2010-11, a total of $6.4 billion has been approved in over-budget spending, including almost $900 million in 2021-22. <\/p>\n\n\n\n<p>Last year\u2019s $1.7 billion \u2013 an all-time high \u2013 coincided with higher-than-expected revenue.<\/p>\n\n\n\n<p>\u201cFiscal capacity alone is poor rationale to distribute public funds in advance of need,\u201d said Adair.<\/p>\n\n\n\n<p>Adair is raising the issue of over-budget spending, also known as additional appropriations, for a third time since becoming Auditor General in 2021. <\/p>\n\n\n\n<p>It\u2019s the third time she\u2019s made a recommendation to strengthen the Finance Act to improve accountability and transparency through the House of Assembly over the spending of public funds.<\/p>\n\n\n\n<p><strong>ADVERTISEMENT:<\/strong><\/p>\n\n\n\n<p>[adrotate banner=&#8221;71&#8243;]<\/p>\n\n\n\n<p>a[drotate banner=&#8221;169&#8243;]<\/p>\n\n\n\n<p>Although Nova Scotia is following the Finance Act, the process for over-budget spending is not in line with other provinces across Canada, where legislatures are required to review, vote on, and approve the extra amounts.<\/p>\n\n\n\n<p>\u201cThe process is not accountable or transparent through the MLAs in the legislature and instead follows an expedited route through ruling-party approval by the Premier\u2019s Cabinet,\u201d the Auditor General added.<\/p>\n\n\n\n<p>Adair addressed this difference by recommending a change to the process in both her 2022 and 2023 Financial Reports and is standing firm to reiterate it again in this report.<\/p>\n\n\n\n<p>The Department and Minister of Finance and Treasury Board have so far refused to implement the recommendation.<\/p>\n\n\n\n<p>\u201cAny spending outside the budget process requires proper consideration of value for money to ensure public funds are spent in accordance with the principles of effectiveness, economy, and efficiency,&#8217; said Adair. <\/p>\n\n\n\n<p>[adrotate banner=&#8221;127&#8243;]<\/p>\n\n\n\n<p>[adrotate banner=&#8221;93&#8243;]<\/p>\n","protected":false},"excerpt":{"rendered":"<p>[adrotate banner=&#8221;192&#8243;] [adrotate banner=&#8221;105&#8243;] HALIFAX: Nova Scotia prematurely spent more than $430 million in over-budget spending in the past two years, the province&#8217;s Auditor General said in a new report released March 5.
