These suggestions come amid a growing acknowledgement that energy development projects must <a href=\"https:\/\/can01.safelinks.protection.outlook.com\/?url=https%3A%2F%2Firpp.org%2Fcommunity-transformations%2F&amp;data=05%7C02%7CAlexandraMallett%40CUNET.CARLETON.CA%7C954736c578ce4b927ed808dd81de8788%7C6ad91895de06485ebc51fce126cc8530%7C0%7C0%7C638809514953492436%7CUnknown%7CTWFpbGZsb3d8eyJFbXB0eU1hcGkiOnRydWUsIlYiOiIwLjAuMDAwMCIsIlAiOiJXaW4zMiIsIkFOIjoiTWFpbCIsIldUIjoyfQ%3D%3D%7C0%7C%7C%7C&amp;sdata=yD%2BHMCjWuEd%2FmRjV1LkyH%2BE%2FY3vI5wW1eV1xPpyrn70%3D&amp;reserved=0\" target=\"_blank\" rel=\"noreferrer noopener\">front and centre<\/a>.<\/p>\n\n\n\n<p>With the election over, it now falls to the newly elected Liberal government to put words into action.<\/p>\n\n\n\n<p>Making Canada an energy superpower is an ambitious yet crucial endeavour, particularly in light of the threats coming from south of the border.&nbsp;Here are four critical insights to make it happen:<\/p>\n\n\n\n<p><strong>Learn from the past, each other and elsewhere<\/strong>: <a href=\"https:\/\/www.sciencedirect.com\/science\/article\/abs\/pii\/S0301421506004824\" target=\"_blank\" rel=\"noreferrer noopener\">Evidence<\/a> spanning decades shows that social acceptance is vital to the success of energy projects \u2013 whether for <a href=\"https:\/\/www.sciencedirect.com\/science\/article\/abs\/pii\/S2214629615000468\" target=\"_blank\" rel=\"noreferrer noopener\">renewables or conventional energy<\/a>.<\/p>\n\n\n\n<p>The Ontario government experienced this starting more than a decade ago when it tried to <a href=\"https:\/\/www.ubcpress.ca\/asset\/88357\/1\/9780774869461_OA.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">kickstart renewable energy projects<\/a> in the province by offering long-term (20 year) contracts at a fixed price for electricity generated using renewable energy \u2013 including wind turbines \u2013 creating <a href=\"https:\/\/www.versobooks.com\/en-ca\/products\/3069-the-price-is-wrong\" target=\"_blank\" rel=\"noreferrer noopener\">certainty around expected profits<\/a>.<\/p>\n\n\n\n<p>However, mistakes such as removing municipalities\u2019 say over these developments \u2013 including the location of wind turbines \u2013 upset local communities and <a href=\"https:\/\/www.ctvnews.ca\/london\/article\/155-ontario-municipalities-unwilling-hosts-for-future-wind-projects\/\" target=\"_blank\" rel=\"noreferrer noopener\">soured many on future projects<\/a>.<\/p>\n\n\n\n<p>These experiences underscore how important it is for energy developers to engage early and throughout the development process with affected communities.<\/p>\n\n\n\n<p><strong>Be attuned to the context:<\/strong> My research on energy in <a href=\"https:\/\/www.routledge.com\/Renewable-Energy-Uptake-in-Urban-Latin-America-Sustainable-Technology-in-Mexico-and-Brazil\/Mallett\/p\/book\/9781032173368\" target=\"_blank\" rel=\"noreferrer noopener\">Brazil and Mexico<\/a> make it clear that context \u2013 time and place \u2013 is everything.&nbsp;<\/p>\n\n\n\n<p>In S\u00e3o Paulo, Brazil, the population \u2013 heavily dependent on large-scale hydro for electricity \u2013 became more aware of and receptive to alternatives after experiencing repeated episodes of electricity rationing and power outages due to droughts in the early 2000s.<\/p>\n\n\n\n<p>In the mid-2000s in Mexico City, the municipal Secretary of Environment (led by Mexico\u2019s current President Claudia Sheinbaum), brought together key players on solar water heaters when that city was <a href=\"https:\/\/uat.taylorfrancis.com\/chapters\/edit\/10.4324\/9781351279444-12\/environmental-solar-heating-standard-claudia-sheinbaum\" target=\"_blank\" rel=\"noreferrer noopener\">introducing<\/a> a new regulation.<\/p>\n\n\n\n<p>More recently, I have worked in the <a href=\"https:\/\/www.ubcpress.ca\/asset\/88357\/1\/9780774869461_OA.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Canadian Arctic and subarctic. <\/a>The region is changing profoundly and rapidly \u2013 <a href=\"https:\/\/www.science.org\/content\/article\/arctic-warming-four-times-faster-rest-world\" target=\"_blank\" rel=\"noreferrer noopener\">it is warming at four times the rate<\/a> as elsewhere, there are increasing assertions of <a href=\"https:\/\/cabinradio.ca\/217653\/news\/justice\/colville-lake-dene-pleased-with-caribou-appeal-verdict\/\" target=\"_blank\" rel=\"noreferrer noopener\">Indigenous rights<\/a> and insinuations that the region will become the theatre where our sovereignty will be <a href=\"https:\/\/www.ctvnews.ca\/world\/trumps-tariffs\/article\/canadas-arctic-is-a-tremendous-vulnerability-bannon-says\/\" target=\"_blank\" rel=\"noreferrer noopener\">tested<\/a>.<\/p>\n\n\n\n<p>When championing energy projects in the Arctic, governments must not assume that reducing carbon emissions is the principal driver for change. Issues concerning affordable, resilient and reliable energy are also top of mind for residents.<\/p>\n\n\n\n<p><strong>Go big <em>and <\/em>\u2018go small\u2019: <\/strong>We must ensure that our energy systems \u2013 including the <a href=\"https:\/\/www.cbc.ca\/listen\/live-radio\/1-55-spark\/clip\/16022373-20th-century-tech-still-powers-21st-century-world\" target=\"_blank\" rel=\"noreferrer noopener\">electricity grid<\/a> \u2013 and the public policies around them are \u2018fit for purpose\u2019 or \u2018future-proofed.\u2019<\/p>\n\n\n\n<p>In Canada and globally, extreme weather events \u2013 tornadoes, floods and catastrophic winds \u2013&nbsp; are happening more frequently and wreaking havoc on energy systems, resulting in <a href=\"https:\/\/www.cbc.ca\/news\/canada\/ottawa\/derecho-clean-up-city-of-ottawa-50-million-1.6582059\" target=\"_blank\" rel=\"noreferrer noopener\">extremely costly<\/a> repairs.<\/p>\n\n\n\n<p>We need systemic public policy reforms \u2013 carrots, sticks and sermons \u2013 that allow for more innovation in energy systems.<\/p>\n\n\n\n<p>This can include opportunities for <a href=\"https:\/\/carleton.ca\/sppa\/2022\/alexandra-mallett-talks-to-cbc-about-sustainable-energy-grids\/\" target=\"_blank\" rel=\"noreferrer noopener\">microgrids (smaller, localized power grids) and demand-side management<\/a> that incentivizes reduced electricity usage during certain periods at the household, neighbourhood or community level. These smaller systems can connect and disconnect as necessary to the larger grid, helping to manage energy consumption and keep grids stable.<\/p>\n\n\n\n<p>Policy reforms can create more opportunities \u2013 if desired by communities \u2013 for new forms of decentralized electricity system ownership \u2013 like in Old Crow, Yukon where a <a href=\"https:\/\/www.cbc.ca\/news\/canada\/north\/old-crow-solar-farm-changing-green-energy-projects-yukon-1.6434746\" target=\"_blank\" rel=\"noreferrer noopener\">First Nations-owned solar farm<\/a> helps power the community.<\/p>\n\n\n\n<p><strong>Lessons for governments: <\/strong>Making Canada an energy superpower will require governments to empower communities to have a say in development occurring in and around them and incentivize energy proponents to engage with communities early on and throughout the process.<\/p>\n\n\n\n<p>Additionally, they must account for alternative metrics beyond costs \u2013 including environmental and social impacts \u2013 and implement strategies to reduce uncertainties for potential investors.<\/p>\n\n\n\n<p>Governments must also help communities and regions anticipate, proactively prepare and weather energy transitions \u2013 in ways decided by the communities.<\/p>\n\n\n\n<p>Transforming Canada into an energy superpower will take more than words.
