Scott MacRae said police responded to a report of a disturbance in a parking lot in Elmsdale. <\/p>\n\n\n\n<p>&#8220;Officers arrived and upon investigation a former couple were arguing over custody of two dogs when matters became physical,&#8221; said Sgt.
