Regulatory and Appeals Board approved a rate application increase from the utility with adjustments. They are to come back to the NSRAB with the updated adjustments just before Christmas.<\/p>\n\n\n\n<p>Fillmore said he did take issue with some of the board&#8217;s findings.<\/p>\n\n\n\n<p>&#8220;While I agree with the majority of the Board\u2019s findings, I am very concerned that the Board directed Halifax Water to explore whether HRM should absorb financial shortfalls that contribute to their accumulated deficit,&#8221; he said.<\/p>\n\n\n\n<p>&#8220;That is not something HRM can responsibly consider without a full, independent audit.&#8221;<\/p>\n\n\n\n<p><strong>ADVERTISEMENT:<\/strong><\/p>\n\n\n\n<div class=\"alignnormal\">[metaslider id=&#8221;56179&#8243;]<\/div>\n\n\n\n<p><\/p>\n\n\n\n<div class=\"alignnormal\">[metaslider id=&#8221;56530&#8243;]<\/div>\n\n\n\n<p>He wrote to the HRM and N.S. AG&#8217;s about the issue.<\/p>\n\n\n\n<p>&#8220;I have therefore written to the Halifax Regional Municipality Auditor General, and the Auditor General of Nova Scotia, to ask that they each consider a review of Halifax Water\u2019s governance, financial management, and capital planning practices,&#8221; said Fillmore. <\/p>\n\n\n\n<p>&#8220;We depend on them (Halifax Water) to support our region\u2019s growing housing needs, economic development goals, and public health demands.\u00a0<\/p>\n\n\n\n<p>&#8220;We need to make informed decisions based on transparency and accountability to keep life affordable for residents. That is what these reviews will deliver.\u201d <\/p>\n\n\n\n<p>In his statement, Fillmore also said he has been saying for months that Halifax Water\u2019s rate increase proposal amounts to rate shock which would put financial burden on residents during an affordability crisis. The decision by the NRAB shows they agreed.<\/p>\n\n\n\n<p>&#8220;Further, the Board found that Halifax Water has paid insufficient attention to its fiscal health, has overestimated certain costs, and faces structural challenges that will directly affect ratepayers,&#8221; he said.<\/p>\n\n\n\n<p><strong>ADVERTISEMENT:<\/strong><\/p>\n\n\n\n<div class=\"alignnormal\">[metaslider id=&#8221;56506&#8243;]<\/div>\n\n\n\n<p>The\u00a0NSRAB\u00a0approved\u00a0Halifax\u00a0Water\u2019s\u00a0application but\u00a0found that\u00a0adjustments\u00a0must be made\u00a0to\u00a0the\u00a0revenue\u00a0requirements,\u00a0which\u00a0will\u00a0result\u00a0in\u00a0a reduction\u00a0to the overall\u00a0rate\u00a0increases\u00a0initially\u00a0proposed.\u00a0<\/p>\n\n\n\n<p>The\u00a0updated\u00a0adjustments are\u00a0to\u00a0be filed\u00a0with\u00a0the\u00a0NSRAB\u00a0by\u00a0December\u00a023, 2025.\u00a0<\/p>\n\n\n\n<p>Halifax&nbsp;Water\u2019s request was driven by increased inflation, rising interest rates, depleted reserve funds, aging&nbsp;infrastructure&nbsp;and depreciation. This will be the first increase in&nbsp;Halifax Water&nbsp;rates since&nbsp;April 2023.&nbsp;&nbsp;<\/p>\n\n\n\n<p>\u201cWe\u00a0are\u00a0reviewing\u00a0the\u00a0impact\u00a0of\u00a0today\u2019s decision\u00a0and\u00a0remain\u00a0committed to\u00a0providing\u00a0reliable service to our customers and the environment.\u201d\u00a0said Kenda\u00a0MacKenzie, General Manager of Halifax Water. <\/p>\n\n\n\n<p>\u201cOur team works hard to provide reliable water, wastewater and stormwater service while controlling costs and maintaining\u00a0good service\u00a0for\u00a0our customers.\u201d \u202f\u00a0<\/p>\n\n\n\n<p>A compliance filing is expected to be filed\u00a0by December 23,\u00a02025\u00a0outlining the new rates.\u00a0\u00a0<\/p>\n\n\n\n<div class=\"alignnormal\">[metaslider id=&#8221;56526&#8243;]<\/div>\n","protected":false},"excerpt":{"rendered":"<p>HALIFAX: HRM Mayor Andy Fillmore has asked the Auditor General of HRM and the provincial Auditor General to review Halifax Water&#8217;s spending practices.
