It had been pegged at a 10.9 rate hike.<\/p>\n\n\n\n<p>Mayor Andy Fillmore is providing the following statement in response:<\/p>\n\n\n\n<p>\u201cRegional Council and municipal staff have worked extremely hard on this budget.
